Vijay Lala

Vijay is a qualified planner with 16 years experience in both the private and public sector in a wide variety of roles including over 10 years as a resource management consultant and over five years within local government, culminating in the position of the Central Area Planning Manager at Auckland City Council. Vijay is an experienced planner with strong management skills.

He specialises in resource management, environmental planning and local and central government consulting. He has a thorough knowledge of the administrative functions and responsibilities of local government and the Resource Management Act. Vijay's ability is to provide professional expert resource management, planning and local/central government advice using an innovative approach to problem solving. Vijay provides specialist input into consultation with internal and external partners, process integration and best practice.

Vijay has provided key planning advice to local authorities, central government, non-governmental organisations, property investment/development companies, commercial businesses and infrastructure companies. Mark Vinall

Mark is a qualified planner with 17 years private sector and local government experience. Mark has held senior level appointments in the public sector in strategic, policy, planning and operational roles and has strong general management experience.

He has led the development of strategy and policy in land-use planning, arts, community development and recreation. He has also led and implemented significant transformation change and organisation restructures and successfully delivered capital works projects.

Mark has a thorough knowledge of the governance and operational framework that local government operates in. He also has a sound working knowledge of the Resource Management Act.

Mark specialises in providing resource management, planning and local government advice. Mark provides strong strategic leadership skills, is effective working in political environments and has strong experience managing diverse stakeholder relationships. He is a solution-focused problem solver who brings a practical and pragmatic approach to solving complex issues.

Mark's experience includes:

  • Programme Manager responsible for redevelopment of Auckland's CBD Waterfront with accountability for development of policy and planning and implementation of capital projects with combined budgets of $211 million.
  • Developed waterfront masterplan resulting in spatial framework for Auckland's CBD waterfront.
  • Implemented significant regulatory consents change programme ($21 million) to provide more sophisticated systems and processes to improve engagement with customers, track workflow, meet timeframes and better manage performance.
  • Established and facilitated co-ordination of Regional Amenities Funding legislation to sustainably fund regional performing arts, museum and essential service organisations.
  • Secured all resource consents for Vector Arena to cater for flexibility of design to meet requirements of a Council BOOT scheme.
  • Developed design competition for Britomart Transport Precinct, resulting in agreed masterplan for transport and heritage precinct.

John Duthie

John has 33 years of public sector experience. He is a dedicated, well-organised management professional with an extensive planning and management background. John has well-developed strategic planning, customer focus, communication and problem-solving skills with the ability to resolve difficult situations. He champions cultural change to build a customer driven ethos and thrives in a fast-paced, challenging environment. John has extensive experience in all aspects of policy and regulatory planning and is highly regarded in planning circles – both locally and nationally.

John has extensive experience in facilitating and working with change; at a systems, process, people and cultural dimension. Recently he has directed a $21m transformational change project of the Auckland City Council's regulatory functions involving a full systems upgrade; introduction of a customer relationship management system, new customer focused processes, and a full measurement system, all delivered on time and within budget. He has been significantly involved in continuous improvement programs and implementing these at cross-organisational levels. John has been involved in planning and delivering major projects, including Britomart and the Auckland waterfront. John has also built strong working relationships with key government ministries and agencies and at central and regional level.
